Job Description:
Job Purpose:
This position is responsible for supporting the Market Conduct and Fraud Cluster Head in the performance and discharge of various initiatives and operational activities relating to market conduct and fraud event investigation, monitoring and prevention. These responsibilities shall encompass all the Sun Life Philippine entities and subsidiaries as may be required. The overall Market Conduct and Fraud compliance program includes, but not limited to the following activities: development of appropriate compliance programs, performance of applicable testing, and reviews to identify, detect and prevent market conduct and fraud risks in accordance with relevant local and Enterprise requirements, investigation of market conduct and fraud events within the remit of the compliance mandate, development, review and updating of market conduct and fraud related policies, guidelines and procedures. establish adherence to market conduct policies, and making certain that handling, investigation and resolution of complaints submitted by the different units and those directly received from the clients and regulators are in accordance with compliance mandate. In addition, the incumbent shall serve as subject matter expert for data analytics program covering market conduct and fraud risk indicators.
Major Accountabilities
A. Market Conduct and Fraud compliance program
1. Conducts investigation of complex market conduct and fraud cases; presents to the Compliance and Ethics Committee (CEC) the case facts, investigation results, recommendations; and implements sanctions following the Turn-Around-Time (TAT) published in the CEC Charter.
2. Administers bi-monthly CEC meetings for each entity; prepares meeting pack, and tracks action items on CEC-decided cases until completion.
3. Updates the CEC Charter on an annual basis.
4. Administers quarterly or, as needed, the Fraud and Conduct Committee (FCC) meeting to present and/or consult members on fraud related matters.
5. On a yearly basis, reviews and updates the compliance branch review program of assigned branches from different distribution channel across entities. Prepares reports and presents results to the New Business Manager (NBM), Sales Agency Governance and Channel Management, and Training. Conducts ethics training sessions to the agents of assigned New Business Offices (NBOs) and International Sales Offices (ISOs), as needed, based on the results of Branch Review Testing for mitigation of findings.
6. Conducts other market conduct testing based on Corporate scope, methodology, and timeline.
7. Conducts Fraud Risk Assessment (FRA) of each Business Units (BU) on an annual basis following the FRA methodology.
8. Conducts Market Conduct Risk Assessment (MCRA) of the different sales distribution channels across entities on an annual basis.
9. Participates in projects and initiatives, as may be assigned.
10. Prepares reports for local, regional, and/or corporate management purposes.
11. Prepares report to the regulator i.e. Insurance Commission.
12. Issues clearances to advisors following the TAT as required by BU and/or regulator.
B. Data Analytics compliance program
Develops data analysis framework and tool that enables a more proactive identification and
detection of potential fraud through establishment of lead indicators, methodology and
supporting guidelines.
Leads and promotes data analytics capabilities across the Compliance function
Prepares dashboard for reporting market conduct and fraud metrics and analysis
Specialized Knowledge/Skills
Abilities:
Proficient in Word, Powerpoint, Excel
Proficient in PowerBI, Tableau or Alteryx
Exposure to Agile Ways of Working
Knowledge and Skills:
Knowledge of the Insurance/Mutual Fund businesses
Understanding of the Insurance Code and the Insurance Commission Market Conduct Guidelines.
Above average oral and written communication skills.
Highly organized and above average analytical and problem-solving skills.
Education and Experience
A 4-year degree preferably with at least three (3) to five (5)-year experience gained from a financial services industry or in similar capacity handling market conduct and fraud investigation, audit, compliance, governance, and risk assessments.
Exposure or experience in data analytic tools, investigation, audits, reviews or data-driven projects.
